INVITATION for APPLICATIONS regarding

PhD training and individual doctoral preparation

 

The Miklós Zrinyi National Defence University (MZNDU)’s rector is issuing an invitation for applications, regarding PhD training and individual doctoral preparation, for the education period starting in September, 2010. MZNDU is entitled to grant PhD degrees for science fields certified by the Hungarian Accreditations Committee, conforming to international equivalency conditions, and based on formal training programs and individual preparation towards obtaining a degree. The doctoral degree attests a high level of knowledge in a given field of science, its cultivation including its enrichment with new achievements, and certifies competence in performing independent research work. MZNDU’s accredited doctoral schools ensure the proper education and research environments for formal training and individual preparation.

1. Scope of training

The scope of doctoral training is to facilitate the attainment of knowledge levels and basic research experience required for obtaining the doctoral (PhD) degree, thus ensuring provision of continuity in scientific research.

2. Formats of training

Knowledge levels required for obtaining a doctoral degree can be reached in the following ways:

a)       Through formal, government scholarship covered studies (36 months, 180 credits):

-         Full-time (day-time);

b)       Through formal, self-compensated studies (36 months, 180 credits):

-         Full-time (day-time) studies;

-         Part-time (correspondence) studies;

-         Individual study plans

c)       Individual, self-compensated preparation.

Those educators and researchers can apply for the individual training and individual preparation programes, which can present a scientific research activity background of at least five years, and are able to certify significant scientific achievements and published activity of their own.

Conditions of participation to the training:

1)       Submission of an application for admission;

2)       Declaration of admission, issued by the heads of the doctoral schools and specialties;

3)       Supporting recommendation from the admission committee, based on a hearing held with the applicant;

4)       The recommendation of the doctoral school and the admitting decision from the MZNDU’s Doctoral Council;

5)       Availability of finances covering training and research expenses.

In case of admissions in individual preparation plans, the admission process is the same as the conditions presented above.

I. Doctoral School of Military Science

1)       Security theories;

2)       Military history;

3)       General theory of military science;

4)       Legal and defence administration;

5)       Theory of military geography;

6)       Military human resource management;

7)       Military culture and interpersonal communication;

8)       Military logistics and defence economy;

9)       Theory of military operations support;

10)   Military pedagogy;

11)   Military psichology;

12)   Military sociology;

13)   Theory of air force operation command;

14)   Theory of national security;

15)   Political science and national defense;

16)   Law enforcement;

17)   Theory of land force operations and command;

18)   Theory of defence informatics and communication.

II. Doctoral School of Technical Military Science

1)       Theory of military technology infrastructure;

2)       Military engineering;

3)       Defence electronics, informatics and communication;

4)       Environmental protection and civil defense;

5)       Transportation logistics;

7)   Safeguard technology;

8)   Defence administration.

4. Application for doctoral studies

Application for the formal doctoral training and individual preparation has to be submitted in a format prescribed by the MZNDU’s Doctoral Regulation, Article §18, by the posted submission date. The application page format is included in the Doctoral Regulation’s Annex No.1. The application page can also be obtained from the MZNDU’s Science Planning Centre, and is available on the university website as well, at www.zmne.hu.

5. Mode of submitting the application

The filled-up application form is to be addressed to the MZNDU’s rector. Aplicants who arecommissioned or contractual employees of national defense, law enforcement organs, or national security services, are to observe their own service protocols, and have to send in their applications by mail, or to deliver them to the university administration system, conform the pertaining legislation, addressed to the MZNDU’s Science Organization Centre (H-1101 Budapest, Hungária krt. 9-11). The envelope containing the application has to be provided with the “APPLICATION FOR DOCTORAL TRAINING” label, as well.

6. Deadline for submitting the application

Deadline for submitting an admission application is set for April 1st, 2010. Form and content of received applications are examined at the Science Coordination Centre, where applicants which handed in incomplete applications are notified to fill in the missing information. In case that missing information is not provided by April 30th, 2010, the application will not be taken into consideration by the MZNDU.

7. Admission hearing

Applicants fulfilling the conditions, as determined in the invitation for applications, are called in by the heads of the respective doctoral schools, for an admission hearing, held between May 25 and 31, 2010. The scope of the admission hearing is to get acquinted with the applicant’s habits, previous scientific activity, language skills and their conception regarding the research topic.

8. Evaluation order applied the admission process

Following the admission hearing, the admission committee evaluates the applicant, according to Article §20 of the Doctoral Regulation. Successful admission requires at least 60 points, while in case of individual preparation at least 80 points are needed. This includes points given for habits and scientific activity to date, evaluated for at least 15-15 points, and at least 25-25 points are required to be reached in case of individual preparation.

The admission committee expresses its opinion about the adequacy of the applicants, establishes a sequential order, which is then forwarded to MZNDU’s Doctoral Council (DC). The DC makes its decision on the applicant’s admission or his application’s rejection by June 22nd, 2010. Applicants are being notified in writing about the admission dcisions by July 31st, 2010.   

Allocated numbers of students which can be admitted in doctoral schools during the school year beginning with September 2010 are as follows:

a) Doctoral School of Military Science: 40 persons;

b) Doctoral School of Technical Military Science: 40 persons.

9. Suplementary admission

The university posts a supplementary admission session in case that the doctoral schools do not get their allocated sudent numbers filled. Applicants which, given certifiable and  reasonable causes, could not submit their application by the deadline of the regular admission session, can submit their entire application content material for the supplementary admission by July 31st, 2010, observing the mode, format and address specified for the spring admission session. In this case, there aren’t any opportunities to supplement missing information. In case that a supplementary admission session is posted, admission hearings will take place on August 20th, 2010.

10. Fees of admission application and doctoral training

The application fee charged for doctoral training is 9000 HUF, in accordance with the Government Order No. 237/2006 (XI. 27.), regarding admission procedures for institutuions of higher education.

Tuition expenses connected with the education are established by rectorial decision, based on prescriptions of the Economic Regulation and the University Tuitions and Allocations Regulation.

Training expenses for those applying in 2010 are as follows:

a)    Full-time (day-time) self-financed training format: 600 000 HUF/person/half a year;

 

b)    Part-time (correspondence) self-financed training format: 160 000 HUF/person/preparation period;

c)    Individual self-financed training format: 160 000 HUF/person/preparation period;

d)    Individual preparation schedule training format: 150 000 HUF/person/preparation period.

Applicants for the foreign language, self-financed training and preparation format are paying twice the amounts corresponding to Hungarian language fees listed in points (a-d) above.

11. Assistance, exemptions and discounts

 

Career staff candidates for a doctor’s degree, participating in full-time (day-time) training can sign an education contract with their legally empowered employer, regarding reimbursement of their traing expenses. In case that the candidate chooses a different training format, he is required to submit an official affidavit regarding his ability to finance the training expenses.

Upon request, reimbursement of training expenses for career and contractor staff doctotate candidates participating in the training can be assumed by his place of employment, once this is authorized by his employment’s legally entitled superior, or the commanding officer responsible with the staff.

Conditions of additional assistance, exemptions and discounts are included in Article § 56 of the Doctoral Regulation.
